Get servers filtered by host status for OpenStack Compute (nova)

Now that host_status can be gotten trough servers/detail one also need to be able to get instances filtered by host_status value. This will have the admin (or owner if policy configured for owner) the ability to query instances by host status to plan actions accordingly.
