Prometheus Datasource for Vitrage

Create a datasource that will get alerts from prometheus (pen-source systems monitoring and alerting toolkit originally built at SoundCloud). At first the datasource will get alerts from prometheus . Then, the datasource will query prometheus for alerts in getl_all method.
