libgweather patch version

PPA description

patch version of libgweather backported from ubuntu 21.04, to fix Gnome Weather 'forecast not available' issue in Ubuntu 20.04.

Installation:

  sudo add-apt-repository ppa:ubuntuhandbook1/libgweather

  sudo apt update

  sudo apt install libgweather-common libgweather-3-16 gir1.2-gweather-3.0
