Add support for vhost-user interfaces by OpenContrail vRouter for OpenStack Compute (nova)

OpenContrail vRouter can be used as a userspace DPDK based virtual switch application that uses QEMU's vhost-user interface types. This requires adding support for vRouter in {plug, unplug}_vhostuser() methods similarly as it is done for OVS.
