Add a per service cli for kolla-mesos

Our current cli (kolla-mesos-deploy) makes too many assumptions and is not nice to script. It would make kolla-mesos much more modula if we had a cli that just worked with services.

Share basic code for wsgi services between core projects for oslo-incubator

Up to 50% of the code[1] of wsgi services implementation are common in the different core projects. The idea is to move most of the code into openstack-common library. [1]-http://debostack.org/paste/wsgi.html
