Change logs for tex-common source package in Cosmic

tex-common (6.10) unstable; urgency=medium

  * Fix URL's of Vcs-Git & Vcs-Browser (Closes: #900185)
  * remove priority from dh-installtex, break against old cm-super using it
  * bump standards version, no changes necessary

tex-common (6.09) unstable; urgency=medium

  * set LANG to C before running fmtutil, in case it is not set, otherwise
    luatex might not build (Closes: #872012)
