 hack to get missing log files to mean that job files can still display

 add ability to hide/show DeviceTypes

 We recently ran into a situation where we needed to remove a DeviceType
 from LAVA. We could "retire" all the boards. However, the DeviceType still
 shows up in the GUI. This change allows us to toggle a flag to hide a
 DeviceType.
