we have this function as a command line, but users have trouble
with the CLI. This lets the job submitter or a LAVA admin resubmit
a job from the UI.

This adds a new generic page that can display reports of failures
based on the previous commit. It allows reporting via get parameters:
start: number of days since "now" to search from, ie -7 for last week
end: number of days since "now" to end the search: ie 0 for now
health_check: a boolean for whether or not we filter by health_check. 0 or 1
device_type: limit report to a particular device type
device: limit report to a single device
NOTE: start and end must both be present
