Automatically turn on magic eth wol as required. New settings available in /etc/network/wakeonlan

The idea is to provide an easy to install package that allows control over ethtool functions (wakeonlan) without requiring admins to write their own init scripts to manage the functionality.

This would then be easy to work into other tools.
